In the late 1920s, gambling was illegal in California, but three miles into the Pacific Ocean, when in international waters, neither the federal government nor state government had jurisdiction. A few enterprising businessmen took their ships just past the three-mile mark, dropped anchor, and their casinos opened for business.

By 1930, there was a small fleet of floating casinos. In 1938, a gambling ship known as The Rex made gambling available to the middle class, becoming the prototype for the modern casino. However, The Rex made the mistake of floating in the Santa Monica Bay. In 1939, the state attorney general promoted legislation that would strictly prohibit offshore gambling.
Laws have loosened up over the years, and while there are few casino cruises in California, there are some that can be found.
In San Francisco
