Gambling on the Great Lakes is relatively new. Unlike cruising out into the ocean where ships will eventually move into international waters, when one sails on the Great Lakes, the boat is either in American or Canadian jurisdiction.

The Great Lakes region covers 8 U.S. states and 2 Canadian provinces. That means that each state and province can set the regulations on gambling on their area of the Great Lakes. Some states have legalized gambling, while others have riverboat gambling, and others still have not legalized casino gambling at all.
On the Canadian Side
Casino cruises do leave from the Canadian side of the Great Lakes. The province of Ontario has legalized land-based casinos and now offers floating casinos as well.
Out of Toronto, the Great Lakes Schooners offer a number of casino cruises, with a variety of game options. The majority of casino cruise options involve black jack, but there are options that offer Caribbean stud poker, roulette wheels, and other wheel games.
The cruises last approximately four hours on the water and have an hour built in for boarding and exiting. The casino cruises can be privately booked for personal parties.
Harlequin Cruises is an old-fashioned riverboat, except this one sails along the Toronto shores of Lake Ontario. It provides a southern atmosphere north of the border. Casino cruises are one of the regular themes of Harlequin Cruises, also known as the Fun Boat, and special event casino cruises can be booked as well.
On the American Side
On an inlet of Lake Michigan, off the shores of Indiana, there is the new gaming vessel, Blue Chip Casino and Hotel, which will be based in Michigan City and is actually permanently anchored and linked to the land-based hotel.
In Port Huron, Michigan, the Huron Lady II is a 73-foot excursion boat that can carry up to 110 passengers. Although it does not have regularly scheduled cruises, Huron Lady II can host a casino cruise for special events.
With the growth of Indian Reservation casinos, many of the cruises on the U.S. side of the lakes advertise their lake cruises in conjunction with pre- and post-cruise gambling at the land-based casinos.
